2.0 HISTORY OF THE ESTABLISHMENT AND ORIGIN OF ACTU:
The Anti-Corruption and Transparency Unit (ACTU), was established by Independent Corrupt Practices and Other Related Offences Commission (ICPC) as one of the implementation mechanisms for its mandate on prohibition and prevention of corruption especially in the public service. Anti-Corruption Units are established in Ministries, Departments and Agencies (MDAs).
For the purpose of exercising its power of System Study and Review in Section 6(b)-(d) of the Corrupt Practices and Other Related Offences Act, 2000 (ICPC ACT, 2000), the Commission made a request to the Executive arm of the Government to establish ACTU in all Ministries and her Government Establishments. The approved request was followed by a Directive from the Office of the Head of Civil Service of the Federation (OHCSOF) through a circular, Ref. No. OHCSF/MSO/192/94, dated 2nd October, 2001. Funding of the Unit is to be provided by the respective MDAs, as contained in another Circular, Ref. No. OE/MS/MSO/196/S.1/7, dated 16th April, 2003, from the OHCSOF.
3.0 ACTU MISSION:
To endeavour to build and mould positive minded work force by creating and promoting internal awareness mechanism that foster integrity, objectivity, probity, accountability and transparency thereby reducing corrupt practices to a minimum level within the University system.
4.0 ACTU VISION:
To be seen and regarded as a frontline crusader Unit against every form of unethical principles in the University thus allowing for free environment which is driven by highly sensitized, intelligent and efficient staff for optimal performance.
5.0 ACTU INAUGRATION IN THE UNIVERSITY:
The Anti-Corruption and Transparency Unit of the University has the duty to promote ethical standards. Adeyemi Federal University of Education Anti-Corruption and Transparency Unit (AFUED-ACTU) education and enlightenment strategy is premised on building core values of honesty, integrity, transparency and accountability among members of Staff and Students of the University.
AFUED-ACTU was first inaugurated and inducted on Tuesday, March 23, 2010 under the Office of the Provost of Adeyemi College of Education, Ondo. After the transition of Adeyemi College of Education to Adeyemi Federal University of Education; on November 22, 2023, the University Management re-constituted the Unit by inaugurating and inducting a Committee to oversee the Management of the Unit. This Committee consists of twelve members in accordance with the Standing Order. They include, the Chairman, Head and Secretary of ACTU. It has representatives from the Offices of the Vice Chancellor, Registrar, Bursar, University Librarian, Director of procurement, Director of Audit and the Faculties in the University.
AFUED-ACTU shall have a functional secretariat under the Office of the Vice Chancellor. The Unit shall embark on pro-active sensitization programs by organizing workshops, lectures, campaigns, carrying out a system study, initiating Community service program and AFUED-ACTU half hour media sensitization broadcast. The following materials shall be needed to create awareness in the University and Demonstration Schools; complaint boxes, banners, reflective apron, letterhead paper and posters.
6.0 OBJECTIVES / MANDATE OF AFUED-ACTU:
AFUED-ACTU’s objective is to effectively manage corruption risk, protect the University against corrupt conducts, promote ethical values and ensure compliance with University ethical codes. It is also the duty of AFUED-ACTU to bring about a corrupt free system through education and enlightenment strategy to adhere to honesty, integrity, transparency among others by Staff and Students of the University. It is a known fact that it is cheaper and more effective to prevent corruption than expending scarce resources on investigation and prosecution of corruption cases. This knowledge informed our focus on active Staff/Student enlightenment in the fight against corrupt practices in the University. 7.0 POWERS AND FUNCTION OF ACTU:
ACTU derives its mandate from Section 7(1) and Section 70 of the ICPC Act, 2000. ACTU is to perform all duties detailed in Section 6(a) - (f) of the ICPC Act, 2000, except that of prosecutions. In nutshell, this involves:
• Preliminary Investigation;
• Prevention of Corruption Through System Study and Review;
• Education and Enlightenment of Public Servants on, and against Corruption;
• Promoting Ethics and Ensuring Compliance with Ethical codes; and Monitoring of Budget Implementation.
The guidelines for the smooth operation of ACTU in the University are derived from the “STANDING ORDER”. Section 7(1) and 70 of the ICPC ACT of 2000 conferred on the Chairman of the Commission powers to make these rules. ACTU is empowered to perform all the duties in section 6(a) – (f) of the ICPC Act of 2000 except that of the prosecution of offenders. One of the many ways ACTU helps the University, Staff, and Students prevent corruption is through in-house seminars/workshop.
8.0 DUTIES OF ACTU IN THE UNIVERSITY:
• To receive and conduct preliminary investigation into all cases of corruption in the University and proffer recommendation to the Management.
• To report all alleged cases of corrupt practices to the Commission with copies sent to the Chief Executive Officer of the University except where the Chief Executive Officer is involved
• To report cases involving the Chief Executive Officer of the University to ICPC and not to the Management of the University.
• To examine the practices, systems and procedure of the University and where such practice, systems and procedures facilitate fraud and corruption, to submit detailed report with recommendations to the Chief Executive with copies to the ICPC.
• To educate the officials of the University on and against bribery, corruption and related offences by organizing seminars, lectures, distribution of Anti-Corruption handbills, posters, stickers etc.
• To prevent Corruption through system studies and review;
• To educate and enlighten members of Staff in the University on and against corruption;
• To promote Ethics and ensuring compliance with University Ethical codes;
• To effectively involve in the area of monitoring and evaluation of budget implementation with a view to guaranteeing compliance with due process and guidelines.
• To serve as advocate for greater support for the work and effective operation of the University in words and conduct, demonstrate zero-tolerance for corruption and professional misconduct.
• To serve as a tool in ensuring transparency and accountability in the ways monies are expended.
• To be members of relevant Committees and Observers to procurement processes. The aim is to ensure that procedures are being followed in carrying out these activities.
9.0 ANTI-CORRUPTION SENSITIZATION STRATEGIES:
1. Organization of workshops, lectures, seminars and campaign against corruption in the University and in the Demonstration Schools. These strategies are aimed to raise awareness of corruption, corruption risks and roles of Management, Staff and Students in preventing, detecting and responding to corruption problems.
2. Sensitization through frequency modulation (FM) radio, News Bulletin and University Websites.
Creation of effective Ethics and compliance Programmes.
10.0 CORRUPTION REPORTAGE STRATEGIES:
1. Production of complaint boxes and placement to strategic location in the campus and demonstration schools.
2. Production and distribution of Anti-Corruption signs and materials such as stickers, flyers and posters for the campus and Demonstration schools.
3. Creation of ACTU e-mail and phone number to receive information from the Staff, Students, Whistle blowers and University Community.
The strategies in items number 1, 2 and o3 above will be of tremendous assistance in reporting corrupt practices and other related offences to the ACTU within the University.
11.0 COLLABORATION STRATEGIES:
ACTU Committee will make it a point of duty to liaise with University information Unit to support the Unit in the implementation of Anti-Corruption sensitization strategies.
14.0 RESPONSIBILITY OF STAFF AND STUDENTS IN THE UNIVERSITY:
Staff and Students in the University are required to please cooperate with the Committee in achieving a corrupt free system.
